Find the cause, quote and fix

Initially, my spa dripped but now it doesn't. The toilet blockage starts, when toilet doesn't flush the basin bathroom next door also blocks and if the basin tap keeps on running we can hear the bubbling sound from the toilet. We suspect the prob iwith associated the storm water outside, because every time it rains the storm water filled up and the toilet cannot flush.
